The Government Service Insurance System (GSIS) has expanded its emergency loan assistance to nearly p8 billion for more than 317,000 members and pensioners affected by flooding and other damage caused by recent weather disturbances.
A total of 317,721 active members and old-age and disability pensioners in 16 affected areas may now avail themselves of the assistance following the impact of Typhoons Luis, Maymay and Neneng, as well as the enhanced southwest monsoon or habagat.
The program covers qualified GSIS members and pensioners who work or live in calamity-declared areas in Luzon and Mindanao. Application deadlines vary by location, with the earliest deadline falling on September 20 and the latest on November 16, 2026.
The affected communities reported flooding, property damage and disruptions to normal activities following the successive weather disturbances. Several local government units subsequently declared their respective areas under a state of calamity.
Under the expanded assistance, qualified active members and old-age and disability pensioners can borrow up to P20,000. Those with an existing emergency loan may borrow as much as P40,000, with their outstanding emergency loan balance deducted from the new loan proceeds.
The loan carries a six-percent interest rate computed in advance and is payable over 36 monthly installments. A P20,000 loan has a monthly amortization of P655.56, while a loan of up to P40,000 requires monthly payments of P1,311.11.
GSIS said the emergency loan is intended to provide quick financial support to members and pensioners whose homes, livelihoods and communities have been affected by disasters.
To qualify, active members must either work for an agency located in, or reside in, a declared calamity area. They must also be actively employed and not on leave without pay, have made the required three-month premium contributions within the prescribed six-month period, and have no loan payments overdue by more than six months.
Applicants must likewise have no pending administrative or criminal case and must retain a minimum take-home pay of P5,000 after taking out the emergency loan.
For old-age and disability pensioners, applicants must reside in a declared calamity area and retain at least 25 percent of their basic monthly pension after the loan is granted. Applications can be filed through the GSIS Touch mobile application, with approved loan proceeds directly credited to the borrower’s accredited eCard or UMID card.
The application deadlines differ depending on the affected locality. Hagonoy, Bulacan, and Masinloc, Zambales have a September 20 deadline, while other parts of Bulacan, Bataan, Zambales and La Trinidad, Benguet have until September 26. Nasugbu, Batangas, and Paluan, Occidental Mindoro, have until September 27.
Applicants in other municipalities of Benguet, Tarlac and specified areas of Pangasinan have until October 2, while the deadlines are October 3 for Imelda, Zamboanga Sibugay; October 7 for Occidental Mindoro; and October 9 for Olongapo City.
Cavite residents have until November 12, while those in Rodriguez, Rizal, have until November 16 to submit their applications.
The GSIS said the emergency loan is part of its efforts to keep essential social insurance services accessible to members and pensioners during disasters, when households often face immediate expenses for repairs, recovery and basic needs.
