The Department of Budget and Management (DBM) conducted a three-hour system maintenance on its website from January 20 at 10:00 PM to January 21 at 1:00 AM. The DBM’s Information and Communications Technology Systems Service (ICTSS) initiated the maintenance to enhance the website’s capacity, speed, and efficiency amid a surge in user traffic.
In response to rumors claiming the 2025 General Appropriations Act (GAA) was edited to “fill in the blanks,” the DBM firmly denied the allegations. The agency clarified that no pages or figures are missing from the 2025 GAA, which has been available online since January 3, 2025. Thousands of users, along with access to 400 printed copies in Congress, can attest to the document’s completeness and accuracy.
To ensure public transparency, the DBM shared direct links to key budget documents, including the 2025 GAA, National Expenditure Program (NEP), and the President’s Veto Message. These documents remain accessible on the DBM website:

The DBM also highlighted the Philippines’ recent recognition as Asia’s most fiscally transparent country. This achievement reflects the agency’s commitment to accountability and public participation through initiatives such as the Open Government Partnership and digitalization efforts.
The DBM urged the public to avoid spreading misinformation and to verify facts before sharing content. “Malicious statements fail to recognize the significant improvements we have implemented in transparency and accountability,” the agency said.
