With the leadership of the Land Transportation Office (LTO) under renewed public scrutiny, the qualifications of Atty. Noreen Bernadette San Luis-Lutey underscore the need for experienced, reform-oriented leadership in an agency responsible for road safety and services that affect millions of Filipino motorists.
A lawyer, registered nurse, and Career Executive Service Officer (CESO) Rank V, San Luis-Lutey brings more than a decade of experience in land transportation governance, backed by a record of public service innovations, institutional reforms, and road safety initiatives.
San Luis-Lutey has held leadership positions within the LTO itself, serving as Regional Director in Bicol and CALABARZON. Her experience has given her firsthand knowledge of the agency’s operations, from licensing and vehicle registration to traffic enforcement, frontline service delivery, and coordination with local government units.
A Track Record of Improving Public Services
One of her most notable accomplishments came during her leadership of LTO Bicol, where she introduced measures to make government services more accessible and responsive to motorists.
According to the Career Executive Service Board (CESB), San Luis-Lutey helped establish five LTO district offices that received Excellent ratings under the Civil Service Commission’s Anti-Red Tape Report Card Survey in 2015.
She also helped establish additional LTO offices in Irosin, Sorsogon; Tigaon, Camarines Sur; and Pamplona, Camarines Sur, bringing services closer to communities and reducing congestion in existing offices.
Under her leadership, the LTO E-Patrol mobile office program, dormant for nearly a decade, was revived to serve motorists in remote communities.
These initiatives demonstrated her ability to address longstanding service delivery challenges through practical administrative reforms.
A Pioneer in Road Safety Education
Beyond administrative improvements, San Luis-Lutey is recognized for developing Students Today, Road Users Tomorrow (STRUT), a school-based road safety education program introduced in 2014.
Developed in partnership with the Department of Education, STRUT sought to instill road safety awareness among young Filipinos before they became licensed drivers. In November 2017, the initiative reached a major milestone by integrating road safety lessons into the K-12 curriculum in Bicol.
The program produced 11 contextualized learning modules covering essential road safety concepts, showing how coordination among government agencies can translate into preventive, sustainable public safety initiatives.
Her commitment to road safety extends to policy development. She also helped draft and advocate for the implementing rules and regulations of Republic Act No. 10586, or the Anti-Drunk and Drugged Driving Act of 2013.
Experience in Modernizing Traffic Enforcement
San Luis-Lutey also played an important role in advancing the LTO-LGU Interconnectivity Project, including the single-ticketing system designed to harmonize traffic enforcement procedures and link local government traffic violation records with the LTO’s national database.
During her assignment in Metro Manila, she worked with the Metropolitan Manila Development Authority (MMDA) and local governments to implement the single-ticketing system.
The initiative sought to standardize traffic violations, improve fine processing, facilitate digital payments, and strengthen monitoring of driver violations.
She later served as chairperson of the LTO-LGU Interconnectivity Project, helping expand it beyond Metro Manila through partnerships with local governments.
Her involvement in these reforms reflects experience in addressing one of the agency’s major operational challenges: integrating systems, simplifying transactions, and making traffic enforcement more consistent and transparent.
Recognized Leadership, Broad Institutional Experience
San Luis-Lutey’s contributions have also earned recognition from public service institutions. She received regional recognition from the Civil Service Commission in 2017 and was named among the Ten Outstanding Women in Law Enforcement and National Security in 2019.
Her professional development includes executive education at the Development Academy of the Philippines (DAP) and international road safety training.
Beyond government, she served as Vice President for Road Traffic Safety and Quality, Environment, Safety, and Health at North Luzon Expressway Corporation, broadening her experience in transportation safety and private-sector operations.

In August 2026, she was appointed City Administrator of Naga City, further expanding her responsibilities in governance, public administration, and coordinating government services.
A Leadership Profile Worth Considering
For an agency facing continuing demands for greater efficiency, transparency, road safety, and public accountability, San Luis-Lutey’s record offers several qualifications relevant to national leadership: familiarity with LTO operations, experience in frontline service reforms, technical knowledge of traffic enforcement, and demonstrated ability to build partnerships across government institutions.
Her career also reflects an understanding that the LTO’s mandate goes beyond issuing driver’s licenses and registering vehicles. It encompasses protecting lives, improving road user behavior, and ensuring that public services are accessible, reliable, and responsive.
San Luis-Lutey’s qualifications rest on her record of translating public service objectives into concrete programs and institutional improvements—experience that could prove valuable in addressing the LTO’s continuing challenges.
