‘Top 1’ most wanted in NCR, arrested in Butuan City

The Top 1 most wanted person in National Capital Region (NCR) was arrested.

This was announced by National Capital Region Police Office (NCRPO) Director Maj. General Debold Sinas after 39-year-old suspect Francisco Torion finally apprehended in Barangay San Ignacio, Butuan City on Friday, October 16. 2020 by combined elements of the Regional Mobile Force Battalion (RMFB), Regional Special Operations Group (RSOG), Butuan City Police Intelligence unit under the supervision of Police Col. Randy Silvio, Force Commander, RMFB-NCRPO.

Reports said that, Torion alyas ‘Lapad’ was arrested by virtue of warrant of arrest signed by judge Janice Antero, of the Manila City Regional Trial Court Branch 16 with no bail recommended.

Suspect went into five years in hiding by using false identity as “Reynaldo Salado” to elude authorities.

Torion brutally shot and killed an off-duty policeman Corporal Ronald Leonardo in Tondo, Manila on June 19, 2015, who only responded on the scene.

Leonardo was covering his motorcycle when he chanced upon the suspect along with three other cohorts all known in their Barangay as notorious electric pilferer or “Jumper Cable Boys” running.

Despite, outnumbered said policeman eventually stopped and frisked on the suspects but Torion managed to pull his gun and shot Leonardo causing his instantaneous death.

The successful arrest was made under COPLAN “BALANGAY” that took two months of extensive and continuous manhunt, tracking and surveillance of the accused.

A lone confidential Informer was utilized on the said intelligence driven operation.

The suspect was appraised of his constitutional rights and now under the custody of the NCRPO Operating Units for documentation and proper disposition.
