HINDI papayagang magmaneho para sa maghatid at magsundo sa trabaho ng mga authorized person outside of residence (APOR) ang mga indibidwal na hindi awtorisadong lumabas ng bahay sa Metro Manila.
Inihayag ito ni Philippine National Police (PNP) Chief General Guillermo Eleazar sa gitna ng pagpapatupad ng enhanced community quarantine (ECQ) simula sa Biyernes.
Ayon kay Eleazar, ang nakagawiang hatid-sundo ngayong may pandemya ay posibleng maabuso ng mga hindi APOR na gusto lamang lumabas ng bahay sa kabila ng mahigpit na direktiba na manatili muna sa kani-kanilang tahanan lalo na’t muling tumataas ang mga kaso ng COVID-19 sa National Capital Region (NCR).
“Hindi puwedeng maghatid ang non-APOR sa workforce APOR or even sa consumer APOR,” pahayag ni Eleazar.
Hinihingi ni Eleazar ang pang-unawa ng publiko sa nasabing polisiya lalo na’t tuloy naman aniya ang biyahe ng mga pampublikong transportasyon sa gitna ng lockdown.
“This can be abused. Anyone who’s not an APOR can drive alone and say ‘I’m sorry, I left to fetch somebody,’ or ‘I’m going somewhere to fetch a doctor or whoever,’” ani Eleazar.
“We know this will affect other people, but worse abuse might be caused if we don’t control this. Anyway, public transportation will continue to operate. That’s the purpose, to limit people going outside,” dagdag ng heneral.
Pumalag naman ang Commission on Human Rights (CHR) sa nasabing direktiba ng PNP Chief at iginiit na muling pag-aralan ang nasabing hakbang.
“While the CHR fully understands the government’s move to manage the surge of infection brought about by the Covid Delta variant, APORs, including medical frontline workers and those working in essential establishments, such as restaurants, supermarkets, and banks among others, should not be deprived access to a safe way of commuting,” ayon sa kalatas ng CHR.
