DOJ releases over 600 PDLs to further decongest prisons

The Department of Justice (DOJ), through the Bureau of Corrections (BuCor), today ordered the release of more than 600 persons deprived of liberty (PDLs) to address prison congestion in the country and enhance the treatment of detained individuals in line with the United Nations (UN) Standard Minimum Rules for the Treatment of Prisoners.

Records from the BuCor showed that has released a total of 9,228 PDLs since July 2022.

The DOJ implemented comprehensive measures to further streamline the release process of PDLs and improve prison management, which included the enhancing of legal support through the Public Attorney’s Office, digitizing over 48,000 records with the Single Carpeta System, and simplifying the parole and clemency processes.

The department also adjusted bail considerations for indigent litigants and fostered efficient inter-agency collaboration. The measures implemented led to the release of 3,372 PDLs in the latter half of 2022 and 5,856 more in 2023.

Justice Secretary Jesus Crispin “Boying” Remulla said the department’s efforts are geared towards building a correctional system that is not only just but also focused on rehabilitation and societal contribution.

“The reforms we’ve introduced are not just about improving systems; they’re about recognizing the potential in every individual and fostering their contribution to society,” Remulla said.

“Witnessing the successful reintegration of PDLs into our communities underscores our pursuit of a justice system that champions rehabilitation and collective progress,” he added.

The DOJ said it is committed to uphold the rights and well-being of PDLs while ensuring public safety and upholding the law. Its ongoing efforts also aim to create a correctional system focused on both rehabilitation and positive societal impact.
