PRESIDENTIAL Spokesperson Harry Roque referred to the recent killing of a 52-year-old woman in Quezon City by a supposedly drunk police officer as another unfortunate but isolated case.
Police Master Sergeant Hensie Zinampan, assigned at the Police Security and Protection Group (PSPG) of the Philippine National Police (PNP), is accused of shooting and killing Lilybeth Valdez after holding her at gunpoint.
The shooting incident was captured on video by the victim’s grandson.
The Palace official said that all organizations have bad eggs and Zinampan happens to be one.
“Definitely, it is not the rule. That erring police officer is an exemption to the rule. Every organization has a rotten kind. Unfortunately, ito po ay isang bugok among hundreds of thousands of police officials who are professionals,” Roque said.
However, PNP Chief Guillermo Eleazar said the incident is unacceptable because police should be the ones protecting the people.
Eleazar vowed to facilitate his immediate dismissal from service – that is aside from the criminal cases filed against him.
The PNP, which has been suffering from demoralization of ranks, is undergoing a major overhaul since day one of Eleazar’s assumption to the top cop post.
Zinampan, who was said to have been drunk that time, pulled Valdez’s hair and shot her in the neck, in a store in Fairview, Quezon City on Monday evening, May 31, killing her instantly. The video of the shooting, which went viral, prompted the Philippines’ police chief to order the filing of a murder complaint.
Valdez was reportedly buying in the nearby store when Zinampan approached and killed her, the victim’s grandson said.
The incident comes a month after Valdez’s son, on May 1, figured in a fistfight with the cop. Since then, Zinampan started to threaten their family.
Almost a week ago, on May 24, a cop also killed an 18-year-old man with special needs in Valenzuela City. The police said the victim was arrested for illegal cockfighting and scuffled with a gunfight that led to his death.
However, the victim’s family said he has autism and was afraid of cops.
Previously, a similar incident also took place when Police Senior Master Sergeant Jonel Nuezca shot and killed 52-year-old Sonya Gregorio and her 25-year-old son Frank in Tarlac. The incident was also captured on video and went viral.
Nuezca was dismissed and charged with two counts of murder, but Sinas stirred controversy by cautioning witnesses against taking videos and uploading them online.
