A MALE listed as the Top 8 Most Wanted Person in Ilocos Norte accused of 19 counts of rape was nabbed in an operation tagged as “Oplan Pagtugis” in Caloocan City the other day.
The accused was identified Rodrigo Rafael alias Jay-Ar Rafael, 39 years old, an electrician, of Purok 5, Sitio 4, Vanguard, Area D, Brgy., 178, Camarin, Caloocan City.
Based on the report, the Criminal Investigation and Detection Group – Regional Field Unit – National Capital Region (CIDG RFU NCR) received information regarding the accused whereabouts in Caloocan City so they immediately formed a team headed by Police Lt. Col. Calvin Cuyag.
Together with operatives from the 83rd Company, Rapid Deployment Battalion, Philippine National Police Special Action Force (RDB-PNP-SAF) under the command of PMajor Rudy Peang, Regional Intelligence and Investigation Division – Police Regional Office 1 (RIID PRO1), Provincial Intelligence Unit (PIU) Ilocos Norte, Banna Municipal Police Station (MPS), Tourist Police Unit (TPU) Ilocos Norte and personnel from the Carasi MPS, Ilocos Norte Police Provincial Office (INPPO) under PLt. Cheryll Cacayorin, the joint manhunt operation was immediately put in place by the CIDG Eastern District Field Unit (EDFU) that resulted in the arrest of the accused around 5:30 p.m. in his home in Caloocan City.
The suspect was arrested by virtue of a warrant of arrest issued on September 17, 2003 by Judge Conrado Ragucos of the Regional Trial Court (RTC) Branch 16, Laoag City, Ilocos Norte for 19 counts of rape. No bail was recommended for Rafael’s temporary liberty.
The accused belongs to the list of Most Wanted persons with a P300,000 reward that is covered by the Department of Interior and Local Government (DILG) Memorandum Circular dated February 9, 2022 for Region 1.
