LABING-ANIM na organisasyong nagsisilbing “underground” groups ng mga komunista ang idineklara ng Anti-Terrorism Council (ATC) bilang mga terorista.
Sinabi ni ATC vice chairperson Hermogenes Esperon na ang mga organisasyon ay bahagi ng Communist Party of the Philippines-New People’s Army (CPP-NPA)-National Democratic Front (NDF), na nauna na ring tinukoy na mga teroristang samahan.
Sa ilalim ng ATC Resolution 28, kabilang sa mga deklardong teroristang grupo ay ang:
1. Revolutionary Council of Trade Unions
2. Katipunan ang mga Samahang Manggagawa o Federation of Labor Organizations
3. Pambansang Katipunan ng mga Magbubukid o National Association of Peasants
4. Malayang Kilusan ng Bagong Kababaihan o Patriotic Movement of New Women
5. Kabataang Makabayan o Patriotic Youth
6. Katipunan ng Gurong Makabayan o Association of Patriotic Teachers
7. Makabayang Samahang Pangkalusugan o Patriotic Health Association
8. Liga ng Agham para sa Bayan o League of Scientists for the People
9. Lupon ng mga Manananggol Para Sa Bayan or Committee of Lawyers for the People
10. Artista at Manunulat ng Sambayanan o Artists and Writers for the People
11. Makabayang Kawaning Pilipino o Patriotic Government Employees
12. Revolutionary Organization of Overseas Filipinos and their Families
13. Christians for National Liberation
14. Cordillera People’s Democratic Front
15. Moro Resistance Liberation Organization, at
16. Revolutionary Organization of Lumads
Ayon sa ATC, mismong si Jose Maria Sison at mga dating miyembro ng NPA ang tumukoy sa labing-anim na organisasyon at ang kanilang kaugnayan sa mga komunista ay nakumpirma sa mga dokumento at iba pang publication ng CPP at NDF.
“Apart from verified information and documentary evidence, testimonial evidence from former members provides the probable cause warranting the ATC designation of underground organizations,” ayon sa ATC.
“Former members revealed their knowledge and involvement to arouse, organize, and mobilize masses, to generate financial, material and technical support for the armed operations and to produce cadres for the countryside,” dagdag nito.
Wala pang ipinalalabas na pahayag ang mga grupong nabanggit sa listahan ng ATC.
