Olongapo City – The recent Radyo Bandera Mayoralty Debate turned the spotlight on mayoral candidate Dr. Arnold Vegafria, who earned praise for his forward-thinking plans on infrastructure, healthcare, and government modernization.
Dr. Vegafria, a first-time mayoralty contender, drew attention with his calm demeanor and articulate responses during the debate, which also featured incumbent Vice Mayor Jong Cortez, Mayor Rolen Paulino Jr., and Barangay Captain Echie Ponge.
In a key part of the discussion, Vegafria laid out plans for constructing a new, modern Olongapo City Medical Hospital. While the new facility is being built, he proposed that the Department of Health (DOH) take over operations at the existing James L. Gordon Memorial Hospital to ensure continuity of service.
“Ipapahandle ko sa DOH ang James L. Gordon Memorial Hospital habang itinatayo ang bago nating hospital na isang modernong hospital na under DOH,” Vegafria explained. “With regards sa mga employees, hindi sila puwedeng tanggalin—kulang na nga ang trabaho sa lungsod, magtatanggal pa ba tayo?”
He also questioned the city’s use of its Internal Revenue Allotment (IRA), pointing out the lack of medical facilities and free medicine despite the city’s substantial budget. “Malaki naman ang Internal Revenue Allotment pero bakit walang pasilidad, walang libreng gamot at puro reklamo ang naririnig natin sa mga pasyente,” he said.
Beyond healthcare, Vegafria emphasized his broader modernization agenda, which includes a Waste-to-Steam energy conversion initiative. The proposed public-private partnership aims to convert waste into clean energy, significantly improving the city’s waste management system.
“Modernization program when it comes to waste management, tourism attractions, rehabilitation of our beaches, creation of economic zones, computerization and automation of all public services—both in utilities and city hall—rebuilding the tourism industry, and most importantly, job generation,” he summarized.
Vegafria also highlighted the camaraderie among the candidates, saying they are friends with differing visions for the city. “Differences in opinions are the reason why we’re all running,” he noted.
With his detailed proposals and quick, insightful responses, Dr. Vegafria stood out during the debate as a candidate focused on long-term solutions and inclusive development for Olongapo City.
