THE Commission on Elections (Comelec) reminded the public that the Register Anywhere Project (RAP), which it will launch next week, is limited only to new voters and transfer of registration registrants.
In Comelec Resolution No. 10869, the Commission stated en banc that these applications are the ones that will be accepted in RAP booths in five malls in Metro Manila.
“The Commission shall initially implement the RAP by conducting pilot testing, where only applications for New Registration and Transfer from Another City/District/Municipality shall be accepted,” according to the poll body.
Under the project, qualified applicants who are residents of the country may now register by submitting their application form, documentary requirements, while their biometrics will be acquired on-site.
After this, the submitted documents and acquired biometrics data will then be endorsed and sent to the Office of the Election Officer of the district/city/municipality that has jurisdiction on the place of residence of the applicant.
The RAP pilot test will be conducted every Saturday and Sunday starting December 17, 2022 up to January 22, 2023.
Identified venues include SM Fairview in Quezon City, SM Mall of Asia in Pasay City, SM South Mall in Las Piñas City, Robinsons Place in Manila and Robinsons Galleria in Quezon City.
There will be no registration on December 24, 25, and 31, 2022, and January 1, 2023.
The poll body also created five RAP teams in the National Capital Region (NCR).
Each team is composed of two personnel and will receive and process applications and interviews applicants, while one will act as Acting Election Officer, who is authorized to administer oath of applications on-site.
“Each RAP team shall be designated as a remote reception point of all OEOs (Offices of Election Officer),” according to the Comelec.
The Comelec adds that there will also be not less than five Voter Registration Machine (VRM) operator; one laptop operator for the National List of Registered Voter (NLRV); two personnel who will be in-charge of crowd management, and not less than one personnel from the Comelec Organic Security Force.
