The National Police Commission (NAPOLCOM), in coordination with the Integrity Monitoring and Enforcement Group (IMEG) and the Criminal Investigation and Detection Group-National Capital Region (CIDG-NCR), successfully conducted an entrapment operation against NAPOLCOM employee Noel Casabon for his involvement in a case-fixing scheme.
NAPOLCOM Commissioner Atty. Rafael Vicente R. Calinisan confirmed the arrest, revealing that Casabon had been soliciting money in exchange for favorable case resolutions and even for simple case follow-ups. The operation was prompted by a complaint from former police officer Major Jefferson Guillermo, who accused Casabon of engaging in corrupt practices.
Further investigations indicate that Casabon is not acting alone. Another complainant has come forward, identifying seven other individuals—five of whom are NAPOLCOM employees—who are allegedly involved in similar illicit activities. The NAPOLCOM Commission En Banc is set to launch an administrative probe to impose the necessary penalties against those implicated.
Making matters worse, Casabon allegedly used Commissioner Calinisan’s name to facilitate his corrupt dealings, falsely claiming that a former NAPOLCOM Commissioner was acting as a consultant to arrange a favorable outcome for Major Guillermo’s case. Calinisan categorically denied this, emphasizing his strong stance against corruption throughout his 17-year career as a public interest lawyer.
“As the newly appointed NAPOLCOM Commissioner, I want to assure the public that corruption has no place in our institution,” Calinisan stated. “This is a new era—Bagong Pilipinas na po—and I will not allow old corrupt practices to persist. The days of corrupt individuals within NAPOLCOM are over.”
Calinisan warned other employees involved in case-fixing that they will be held accountable, reinforcing his commitment to transparency and ethical governance. He also announced a sweeping internal review to strengthen monitoring mechanisms and expedite case resolutions under his leadership.
“I have ordered an immediate and thorough investigation into this incident,” he declared. “NAPOLCOM will not shield wrongdoers. We are here to serve justice, not undermine it. Those who exploit their positions for personal gain should consider this their final warning—your days are numbered.”
The arrest of Casabon underscores NAPOLCOM’s intensified efforts to restore public trust and confidence in both the agency and the Philippine National Police (PNP). With a firm stance against corruption, Calinisan vowed that this operation is only the beginning of broader reforms aimed at cleansing the ranks of law enforcement oversight in the country.
