In line with President Ferdinand R. Marcos Jr.’s directive to uphold the safety and dignity of all passengers—especially vulnerable sectors such as persons with disabilities (PWDs)—the Department of Transportation (DOTr), through the Land Transportation Franchising and Regulatory Board (LTFRB), is taking immediate action following a disturbing incident aboard a public utility bus.
A viral video showed a PWD being assaulted by a bus conductor and several passengers aboard a unit operated by Precious Grace Transport along the EDSA Busway. In response, the LTFRB is issuing a Show Cause Order (SCO) to the bus company.
Initial findings from the DOTr’s Surveillance and Action Information Coordinating Team (SAICT) identified the bus involved as a unit with plate number NDQ 2615. The driver and conductor were named as Mark Ivan Ramos and Francis Sauro, respectively.
In line with the President’s call for accountability among transport operators, the LTFRB has summoned Precious Grace Transport officials to explain why their Certificate of Public Convenience (CPC) should not be suspended or revoked.
“We will not tolerate any form of violence, discrimination, or abuse—especially against persons with disabilities. Public utility operators have a duty to protect the safety and dignity of every passenger,” said LTFRB Chairperson Teofilo Guadiz III.
The LTFRB also imposed a 30-day preventive suspension on 10 of the company’s units operating along the EDSA Bus Carousel.
With support from the Philippine Coast Guard (PCG), the SAICT, and the Coast Guard Investigation and Detection Management Service (CG-IDMS), the DOTr is working closely with the bus company to ensure full cooperation from the personnel involved.
An independent investigation is currently underway to gather testimonies and authenticate the video evidence.
The LTFRB assures the public that swift and appropriate sanctions will be imposed. Any act that violates the rights of passengers—especially the most vulnerable—will face serious consequences, as the government continues to advance a safe, dignified, and inclusive public transportation system.
