Deputy Speaker and Cebu 5th District Representative Duke Frasco on Sunday addressed growing speculation regarding a potential bid for the Speakership in the upcoming 20th Congress, emphasizing that he has made no decision on the matter.“Contrary to recent reports, I have not made any decision—much less offered myself—for the position of Speaker of the House in the 20th Congress,” Frasco clarified in a statement.
The lawmaker’s remarks come amid public curiosity after he notably declined to sign a manifesto of support for incumbent Speaker Martin Romualdez, a move interpreted by political observers as signaling independence from the current House leadership coalition.
Sources close to the matter suggest Frasco’s decision reflects broader concerns over the direction and effectiveness of the House leadership, particularly following the recently concluded midterm elections.
“I believe the House of Representatives must be a united and proactive partner in delivering meaningful, lasting change for the Filipino people,” Frasco said.
“That said, if the election for Speaker were held today, my support would go to either Cong. Toby Tiangco or Cong. Albee Benitez.”As political realignments begin ahead of the 20th Congress, Frasco emphasized his continued backing of President Ferdinand Marcos Jr. and his administration’s legislative priorities.
“At this time, my focus remains on supporting the President’s agenda and contributing to the broader goals of national unity and development. My commitment to the President’s vision remains firm,” he said.
Frasco has been seen as a key ally of the administration, recently accompanying President Marcos to Japan for preparations related to the World Expo 2025.
His visible participation in high-level engagements, including a private dinner with the President and First Lady Liza Marcos, underscores his ongoing alignment with the national leadership.
Returning from the Japan trip, Frasco was officially sworn in early Monday for his third consecutive term as Representative of Cebu’s 5th District.
The oath-taking ceremony was administered by Barangay Captain Gloria Sanchez of Poblacion, Liloan.“Today, I took my oath of office for my third term as Representative of Cebu’s 5th District.
With 217,303 votes and a margin of 84,201, I am deeply honored by the overwhelming support and renewed mandate you have given me,” he said.
Frasco extended heartfelt gratitude to his constituents, pledging to serve with integrity and a deep commitment to the continued progress of the district.
“Daghang salamat, mga pinalangga kong kaigsuonan sa Kinto Distrito, sa higayon ug oportunidad nga inyong gihatag kanako sa pagpangalagad kaninyo. For your trust, for believing in our vision, our leadership, and the work we’ve done together—your voice has been heard loud and clear.
I will continue to serve with dedication, purpose, and heart alang sa kalambuan sa atong Distrito ug sa kauswagan sa inyong tagsa-tagsa ka kinabuhi,” he added.
Frasco was joined at the ceremony by his wife, Tourism Secretary Christina Garcia Frasco, Liloan Mayor Aljew Frasco and his partner Bona, as well as Barangay Councilors of Poblacion, Liloan.
