The Department of Human Settlements and Urban Development (DHSUD) has committed to expanding the government’s housing initiatives after President Ferdinand Marcos Jr. highlighted the sector’s accomplishments during his fifth State of the Nation Address (SONA).
In his speech, the President pointed to the progress of the Expanded Pambansang Pabahay para sa Pilipino (4PH) Program, saying more than 500,000 housing units have already been built or funded. He noted that over 100,000 of these were added in just the past year, attributing the gains to expanded housing efforts and financing mechanisms designed to make homeownership more affordable for Filipino families.
DHSUD Secretary Jose Ramon Aliling welcomed the President’s recognition, describing it as both an acknowledgment of the government’s work and a motivation to deliver more housing opportunities.
“The recognition inspires us to work even harder so that more Filipino families can finally achieve their dream of owning a safe, decent, and affordable home,” Aliling said.
From July 2022 to June 2026, the administration facilitated the delivery of 575,693 housing units, equivalent to 51 percent of its recalibrated target of 1.13 million homes by the end of President Marcos’ term.
According to DHSUD, the total includes 81,295 housing units completed through direct government provision, assistance for 368,731 families through housing finance programs, and 125,667 units developed under the Expanded 4PH Program.
The department said support for the housing initiative continues to grow among local governments and private-sector stakeholders.
Naga City Mayor Leni Robredo, speaking before the SONA, cited DHSUD as one of the agencies that has helped the city respond to rising housing demand brought about by rapid urbanization. During a housing milestone event in Naga, she also described the administration’s housing campaign as an aggressive effort to provide homes for underserved families.
The private sector has likewise recognized the program’s impact. During the first-quarter 2026 Philippine Property Market Briefing, Colliers Philippines Research Director Joey Roi Bondoc said the Expanded 4PH Program has helped stimulate growth in the affordable housing segment, particularly benefiting low-income earners and the urban poor.
DHSUD also pointed to the latest Social Weather Stations survey, which showed public satisfaction with the administration’s housing programs for the poor improved by seven points—from a net satisfaction rating of +38 in November 2025 to +45 in March 2026. The result placed housing among the administration’s strongest-performing sectors during the survey period.
Aliling said the growing recognition from the President, local leaders, industry stakeholders and the public strengthens the department’s resolve to expand access to affordable housing nationwide.
He said DHSUD and its key shelter agencies will continue working to broaden government housing programs so that more Filipino families can own safe, decent and affordable homes.
