PATONG-patong na kaso ang inihain sa Office of the Ombudsman ng ilang consumer advocacy groups laban kay Department of Energy Secretary Alfonso Cusi dahil sa umanoy pagpapabaya o “tutulog-tulog” ito sa kanyang trabaho.
Nitong araw ng Biyernes, July 23, 2021 nang magtungo sa Ombudsman ang ‘The Power for People Coalition (P4), Sanlakas at Philippine Movement for Climate Justice (PMCJ) para sa paghahain ng reklamo laban kay Cusi sa paglabag umano nito sa Republic Act (RA) 3019 o ang “anti-graft and corrupt practices act”; grave misconduct and gross neglect of duty, and inefficiency and incompetence in the performance of official duties.
Maliban sa nabanggit na mga kaso ay inireklamo din si Cusi ng “conduct prejudicial to the best interests of services” dahil sa kawalan umano nito ng aksyon sa nangyaring sunod-sunod na pagtaas ng singil sa kuryente habang nasa kalagitnaan ang opisyal sa sigalot sa pagitan ni Senator Manny Pacquiao kaugnay sa PDP-Laban Party leadership mess.
Una ng tinanggal sa puwesto ng partido ni Pacquiao si Cusi bilang vice chairman ng PDP-Laban, subalit sa huli ay naging party president pa ang huli matapos ang ipinatawag nitong general assembly sa Clark, Pampanga kamakailan.
“For five years, we tried to believe the message of change and gave Secretary Cusi the chance to stop the brownouts and rate hikes. For five years, nothing happened,” pahayag ni Gerard Arances, ang lead convener ng grupong P4P.
“We see that he can work quickly and effectively, but only when it comes to politicking and not his actual job. We see here clear proof that he is not doing his job and must therefore be held accountable by the people who pay his salary,” giit pa ni Arances.
Ayon pa sa reklamo, simula ng hawakan ni Cusi ang DOE noong 2016 ay nagkaroon ng ilang mga sapilitang pagsasara sa mga power plants kada taon na nagresulta naman sa pagkawala ng suplay ng kuryente sa malaking bahagi ng bansa bukod pa umano ang taas singil sa kuryente.
“This pattern was repeated throughout his term, yet in this same period, the DoE still insisted on a ‘technology-neutral’ stance that not only allowed coal to proliferate and cause environmental and climate damages but also kept the department from seriously holding erring companies accountable for failing to supply power as they ought,” ayon naman kay PMCJ National Coordinator Bibiano Rivera Jr.
