INAASAHAN nang maaaprubahan sa committee level ang itinutulak na Bayanihan Law 3 o Bayanihan to Arise As One Act ngayong linggo o hanggang sa susunod na linggo.
Ayon kay Albay Representative Joey Salceda, magpupulong ang House Committees on Appropriations at Economic Affairs upang himayin ang panukala na layong ibigay ang kinakailangang ayuda sa mga indibidwal, pamilya at negosyo na naapektuhan ng COVID-19 pandemic.
Gayunman, aminado si Salceda na malabo pa ang special session para talakayin ang panukala sa kabila ng apela ng mga mambabatas.
“Based po sa text sa akin, the joint committee will approve it, I think this week or next week. Basta it should be available by May 17. There’s no appetite for a special session,” pahayag ni Salceda.
“Definitely, I think there will be a Bayanihan 3. It will be deficit neutral,” dagdag nito.
Nauna na ring nagpulong si Salceda, kasama si Speaker Lord Allan Velasco at iba pang lider ng Kamara upang talakayin ang COVID-19 relief at kung saan huhugutin ang pondo para sa Bayanihan 3.
Isa sa tinukoy ni Salceda na pupuwedeng pagkunan ng pondo ng Bayanihan 3 ay ang pagtataas ng dividend remittances mula sa government-owned-and-controlled corporations (GOCCs).
“The first measure really is increasing the required dividend remittances of GOCCs from 50 percent to 75 percent. That’s allowed under Republic Act 756, but it would not be permanent, it would only be for a temporary period. I think we can easily raise about P70 billion,” paliwanag ng kongresista.
Ang isa pa aniyang opsyon ay ang madaliang pagtitibay ng mga nakabinbing tax measures na aprubado na sa Kamara pero nakabinbin sa Senado.
“The most obvious ones are on POGOs and on e-sabong. They are operational, but the tax regime is uncertain, so we’re not getting the most out of these. That will yield a combined P40 to 52 billion over the next five years,” ayon sa kongresista.
