Alert Level System to be implemented nationwide — Palace

MALACANANG announced the approval of the implementation of the Alert Level System (ALS) nationwide.

This was stated in Executive Order No. 151 signed by President Rodrigo Duterte earlier today.

It was stated in the EO that it is the obligation of the State to protect and promote the right to health of its citizens.

That is why there is a need for the government to declare a state of public health emergency in the country at this time of the COVID-19 pandemic that has already affected the lives of individuals and families around the world, especially the marginalized sectors of society.

Corollary to this is the implementation by the government of necessary steps and guidelines such as the community quarantines for the welfare and safety of many.

One such step is the ALS that, according to data, provides for economic recovery and at the same time provides protection for the health of the people.

Because of this, the president said that the ALS will be implemented nationwide under four phases.

The first phase of the ALS is already being implemented in the National Capital Region (NCR), Regions 3, 4-A, 6, 7, 10 and 11. Phase 2 will include Regions 1, 8 and 12, while in Phase 3, Regions 2, 5 and 9 will be included.

Finally, in Phase 4, the ALS will be implemented in the Cordillera Administrative Region (CAR), Regions 4-B, 13, and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

According to the EO, the transition to Phase 2 can be implemented at any time after the effectivity of the order, as may be determined by the IATF, but should not be later than the end of November 2021.

“The succeeding phases shall then commence every week thereafter until full nationwide implementation,” the order said.
