BOTOLAN, Zambales — Governor Hermogenes Ebdane Jr. declared Zambales a province now poised to defy limitations and embrace sustainable progress, as he delivered his State of the Province Address (SOPA) on Thursday, March 27, at the Botolan People’s Plaza.
Highlighting a dramatic turnaround from past struggles, Ebdane revealed that Zambales generated over ₱1.2 billion in local income in 2024, mobilized ₱2.6 billion for infrastructure, and distributed ₱341.8 million in social aid—marking a new era of economic resilience and inclusive development.“We inherited a province burdened by setbacks—scant revenue, stifled growth, and disengaged communities,” Ebdane recalled.
“The turning point came when we stopped waiting for change and became the change ourselves.”Revitalized Economy: From Scarcity to First-Class Status.
The governor credited bold fiscal reforms, including a strategic river rehabilitation program that converted Pinatubo debris into revenue, streamlined quarrying, and tightened tax collection. These measures propelled Zambales to first-class province status in 2023, with sustained revenue growth from 2020 onward.
To anchor long-term prosperity, the province launched two key engines of growth:•Zambales Mango Green Valley Project (₱50M investment) to boost global competitiveness of local mangoes.
•Zambales Maritime Development Council, empowering fisherfolk with modern practices and organized cooperatives.“We didn’t wait for investors—we created opportunities,” Ebdane emphasized.Social Services & Infrastructure: Bridging Gaps, Building Futures.
The administration prioritized healthcare upgrades, expanded educational aid, and livelihood support (e.g., farming tools, fishing gear, and skills training) for pandemic-hit families.Infrastructure surged to a 79.98% completion rate in 2024, with flagship projects like:•New Zambales Capitol Complex and Sports Stadium•President Ramon Magsaysay Memorial Hospital Annex•Grassroots facilities (multi-purpose halls, senior citizen centers)
The Road Ahead: Digital Governance & Youth EmpowermentEbdane outlined plans to cement Zambales as a regional benchmark through:•“Zambales eGov Services” for streamlined permits and public assistance.
