QUEZON CITY, Philippines — Department of Budget and Management (DBM) Secretary Amenah “Mina” F. Pangandaman was honored as the Outstanding Filipina in the Field of Public Service during the Gawad Pilipino Awards Night held on March 16 at Camp General Emilio Aguinaldo, Quezon City.
The Gawad Pilipino Awards, held in celebration of 2025 Women’s Month, recognized empowered women for their exceptional contributions toward women’s empowerment, gender equality, and the pursuit of prosperity and sustainable development.
Secretary Pangandaman received the “Natatanging Pilipina sa Larangan ng Lingkod Bayan” (Outstanding Filipina in the Field of Public Service) award, underscoring her trailblazing leadership as the first Muslim Budget Secretary and the only woman serving in the country’s economic team under President Ferdinand R. Marcos Jr.’s administration.
A Voice for Empowerment and Progress
Representing the Budget Secretary at the ceremony, DBM Undersecretary Goddes Hope Libiran highlighted Pangandaman’s inspiring journey and dedication to public service.
“Sec. Mina takes pride in sharing her insights because, for her, uplifting others is what truly matters,” Usec. Libiran said.
In her acceptance message, delivered by Libiran, Sec. Pangandaman emphasized the significance of the recognition for women in leadership roles.
“In a world where women’s efforts are often overlooked, this award affirms our vital role in driving progress—whether in government, business, education, healthcare, or at home,” Pangandaman shared.
Inspired by Trailblazing Filipinas
Reflecting on the honor, Pangandaman paid tribute to Filipinas who shaped her path as a leader and public servant. She mentioned the late former DBM Secretary Emilia Boncodin, the first woman to hold the position; Senator Loren Legarda, whom she regards as one of her greatest mentors; and her mother, Mrs. Nancy F. Pangandaman.
“Isa na po dito ang aking Mommy, Nancy Pangandaman. Siya po ang una kong guro, unang inspirasyon, at unang nagturo sa akin kung ano ang ibig sabihin ng sipag, tiyaga, at malasakit sa kapwa,” she said.
Championing Gender Equality
Closing her remarks, Secretary Pangandaman reaffirmed her commitment to advocating for gender equality and creating policies that uplift all Filipinos, especially women.
“This nomination is a reminder of that commitment, and I take it as a challenge to double—if not triple—my efforts in championing gender equality, making sure every Filipina has a voice, a platform, and a future where she can thrive,” she concluded.
