QCPD records major crime reduction, operational gains under Silvio’s first three months of leadership

QUEZON CITY — In just three months of leadership, Police Colonel Randy Glenn G. Silvio, District Director for Administration and concurrent Officer-in-Charge of the Quezon City Police District (QCPD), has led the city’s police force to remarkable improvements in law enforcement, public safety, and organizational performance.

From April 21 to July 20, 2025, QCPD recorded significant breakthroughs, arresting 683 wanted persons, 719 illegal gamblers, and 64 individuals involved in illegal possession of firearms. The district also mounted 663 anti-drug operations, which led to 911 arrests and the confiscation of drugs valued at over ₱41.8 million.

One of the key initiatives implemented under Silvio’s term is “Warrant Day,” a weekly citywide manhunt held every Friday to serve outstanding arrest warrants. The QCPD also activated a Special Investigation Team (SIT) to handle heinous and sensational crimes. So far, the SIT has handled 15 cases, of which 3 have been solved, 7 cleared, and 5 remain under investigation.

These intensified efforts contributed to a 25.10% overall decrease in the city’s eight focus crimes—from 526 incidents in 2024 to 394 in 2025 during the same three-month period. Notably:

Motor Vehicle Carnapping dropped by 88.89%

Rape incidents fell by 58.23%

Physical Injuries decreased by 51.28%


QCPD also ramped up its disaster preparedness program by distributing ₱150,000 worth of search and rescue equipment to DMFB personnel. These include portable generators, rescue tools, and flood-response kits now deployed in high-risk barangays.

A champion of modernization, PCOL Silvio leveraged the Integrated Command, Control, and Communication Center (IC3) to enhance strategic crime monitoring and emergency response. The IC3 received new equipment, including five drones, three Epson printers, a full computer set, and a Starlink satellite internet unit to improve real-time surveillance and coordination.

In coordination with the Quezon City Government led by Mayor Joy Belmonte, QCPD continues to ensure faster incident responses. Between April and July 2025, IC3 logged 498 emergency calls via 911 and 2,322 via the QC Helpline 122, mostly involving traffic accidents, police assistance (10-78), and public disturbances (10-10). Most incidents were responded to within the PNP’s 5-minute standard.

Digital transformation continues with the implementation of the Investigation Solution Automatic Verification (ISAV) system—an innovation developed by Silvio himself. The system processed 3,040 individuals, yielding 3,045 hits in the CIRAS system, 2,513 matches in E-Rogues, and 271 entries in the E-Warrant database.

QCPD also achieved record-high administrative accomplishments, including 4,921 award endorsements to NCRPO and 21,816 commendations to outstanding QCPD personnel for exemplary performance.

Silvio, a proud member of PNPA Kapanalig Class of 1997, continues to prioritize community policing and public engagement. Under his direction, QCPD strengthened ties with LGUs and grassroots partners through education campaigns, youth engagement, and proactive crime prevention strategies.

As QCPD advances toward a safer and smarter Quezon City, Silvio’s leadership stands out as a model of innovation, accountability, and collaborative governance. With strong support from the city government and the guidance of national police leadership, the district remains firmly on track toward sustainable public safety and service excellence.
