Quezon City Police District (QCPD) Acting Director, PCOL MELECIO BUSLIG, JR., announced the arrest of Keith Valdez Bagtas, a.k.a. Keith Bagtas Doumbia, 29, for multiple offenses, including Physical Injury, Threats, Usurpation of Authority, and violation of R.A. 9165 (Comprehensive Dangerous Drugs Act of 2002), following a hit-and-run incident.
Hit-and-Run Incident and Impersonation
According to an initial investigation, at 9:20 AM on February 18, 2025, a complainant driving a Mitsubishi Xpander along EDSA Northbound was hit by a Toyota Avanza driven by the suspect, causing damage to the complainant’s vehicle. An MMDA officer attempted to mediate, but the suspect sped off, ignoring a red traffic light.
A witness stated that the suspect was wearing a PNP athletic uniform, falsely identified herself as a police officer, and claimed to have connections with PNP Chief PGen Rommel Francisco Marbil.
Arrest and Additional Offenses
Later in the afternoon, at 3:05 PM, the suspect was arrested in front of the BPSO Office in Brgy. San Roque, Cubao, Quezon City, after causing a disturbance at the LTO 20th Avenue Branch. While in custody at the barangay hall, she assaulted a male student and threatened a female student, leading to her immediate detention.
Illegal Drugs Recovered
Upon conducting a body search, authorities recovered the following items from the suspect:
- One (1) white vape containing suspected cannabis flower oil
- 1 gram of kush marijuana valued at ₱1,400.00
- Black coin purse
- Cellular phone
Charges Filed
The suspect has been formally charged with:
- Physical Injury and Threats
- Usurpation of Authority (Article 177, Revised Penal Code)
- Violation of R.A. 9165 (Comprehensive Dangerous Drugs Act)

“I commend the swift and coordinated efforts of our officers and barangay personnel, whose dedication led to the successful apprehension of the suspect,” Buslig stated.
