CONTROVERSIAL retired Lt. Gen. Antonio Parlade Jr. joined in the 2022 national and local elections substitution bandwagon by filing his own Certificate of Candidacy (COC) for president on the very last day.
Parlade will replace Antonio Valdes, the standard-bearer of the Katipunan ng Demokratikong Pilipino (KDP), who withdrew his candidacy last Saturday.
The Commission on Elections (Comelec) Law Department accepted Parlade’s documents but these will still undergo processing.
Based on the tentative list of candidates by the Comelec on its website, Valdes indicated that he is an “independent” candidate when he filed his COC last October.
Under the country’s elections laws, substitution is not allowed for an independent candidate.
Meanwhile, resigned Presidential spokesperson Harry Roque, including former Philippine National Police chief General Guillermo Eleazar, both filed their COCs today at the Comelec office in Intramuros.
Roque substituted for the People’s Reform Party (PRP) candidate Paolo Mario Martelino, while Eleazar substituted for publicist Paolo Capino.
