Ombudsman asked to suspend House Speaker Romualdez, Rep. Quimbo over alleged document falsification

A complaint has been filed before the Office of the Ombudsman seeking the preventive suspension of House Speaker Martin Romualdez and several others over allegations of falsification of legislative documents and violations of the Anti-Graft Law.

The motion for preventive suspension was filed by complainants Pantaleon D. Alvarez, Ferdinand S. Topacio, Diego L. Magpantay, and Virgilio R. Garcia on February 19, 2025. They are asking the Ombudsman to suspend Romualdez, Manuel Jose Dalipe, Elizaldy Co, Stella Luz A. Quimbo, and unidentified individuals referred to as “John Doe” and “Jane Doe.”

Allegations of Falsification and Corruption

According to the complaint, the respondents are facing 12 counts of falsification of legislative documents under Article 170 of the Revised Penal Code and a violation of Section 3(e) of the Anti-Graft and Corrupt Practices Act (RA 3019).

The complainants argue that the Ombudsman has the authority to suspend the officials while an investigation is ongoing, citing Section 24 of Republic Act 6770 (The Ombudsman Act of 1989). The provision allows for the preventive suspension of public officials if the evidence of guilt is strong and if their continued stay in office may prejudice the case, hinder due process, or involve serious misconduct.

Preventive Suspension Request

The complainants, through their legal counsel, emphasized that the charges involve dishonesty, oppression, grave misconduct, and neglect of duty, which could warrant removal from office. They argue that allowing the accused officials to remain in power may obstruct the investigation.

As of now, the Office of the Ombudsman has yet to issue a statement on the matter. Romualdez and the other respondents have not publicly addressed the allegations.

This case marks a significant legal challenge for Speaker Romualdez, a key political figure in the administration. If the Ombudsman rules in favor of the complainants, the suspension could have major implications for the leadership of the House of Representatives.
