Meritocracy bill advances in Congress

IN a significant step toward enhancing local governance in the Philippines, the House Committee on Appropriations has approved the proposed Local Governance Meritocracy Bill (House Bill 5043), authored by Bataan Second District Representative Abet Garcia.

The approval, granted on November 26, aims to bolster the implementation of the Seal of Good Local Governance Act (Republic Act 11292) by incorporating the Human Development Index (HDI) as a key criterion for evaluating local government units (LGUs).

The proposed legislation seeks to measure LGU programs based on concrete outcomes in health, education, peace and order, and overall quality of life—fundamental pillars of sustainable development.

By broadening the evaluation criteria under RA 11292, the bill aspires to incentivize LGUs to deliver more impactful services that directly benefit their constituents.

“We are committed to ensuring that every peso allocated to local governments translates into meaningful progress for the community. By integrating HDI as a benchmark, we promote a more holistic and results-oriented approach to governance,” Garcia stated.

The bill now moves to the Committee on Local Government for further deliberation.

Garcia expressed optimism about its swift progress in Congress, underscoring its potential to transform LGU performance assessment into a more transparent and accountable system for public service delivery.
