LTO Chief orders probe into viral biker group traffic obstruction in Rizal

Land Transportation Office (LTO) Chief, Assistant Secretary Vigor D. Mendoza II, has directed the agency’s Law Enforcement Service (LES) to investigate a viral video showing a group of bikers obstructing traffic in Rizal, sparking outrage among motorists and netizens.

Mendoza emphasized the need to determine whether the event—seemingly a motorcade—had received a permit from any local government unit (LGU), as it significantly disrupted traffic and inconvenienced thousands of commuters.

“We have already identified the group involved, and we want them to explain why they should not be sanctioned for obstructing traffic,” Mendoza said.

In the video, some riders appeared to take on an unauthorized traffic enforcer role, blocking vehicles at an intersection in Cainta, Rizal, to prioritize their fellow bikers’ passage.

Although the Chief Executive Officer of Angkas has apologized for the incident, Mendoza insists on proceeding with the investigation to prevent future occurrences. He also seeks to identify and hold accountable those who deliberately blocked the road, stressing that their actions violated traffic laws and demonstrated a lack of discipline and courtesy.

“We cannot allow individuals to act as if they have their own government, doing as they please at the expense of motorists and commuters,” Mendoza stated. “I demand an explanation, and if harsh sanctions are necessary, so be it.”
