A dismissed police officer was caught extorting money from fish delivery trucks in an entrapment operation conducted inside the Navotas Fish Port Complex (NFPC) in Navotas City the other night.
The suspect, Don De Quiroz Osias II, 39, of 63 Rodriguez Subdivision, Dampalit, Malabon City, was even caught wearing a police field service uniform (FEU) when arrested by operatives of the Northern NCR Maritime Police Station (MARPSTA) headed by P/Maj. Rommel Sobrido around 8:30 p.m. along Bañera St., NFPC. He was collared after he received the P100 marked money from Pat. Patrick Quinto who posed as a truck helper.
The suspect acted as if drawing something from his waist, which forced the operatives to shoot the suspect, hitting him in his thigh. He was immediately sent to the Tondo Medical Center for treatment under heavy guard by the Maritime Police.
Recovered from the suspect was a P100 marked money, P470 and a motorcycle the suspect uses in his illegal activity.
Prior to the suspect’s arrest, P/Col. Ricardo Villanueva, chief of the Regional Maritime Unit-NCR has been receiving numerous complaints from fish delivery truck drivers about someone called “Don” who introduces himself as a member of the Maritime police and extorting money from them. Upon learning this, operatives under MARPSTA quickly mounted an entrapment operation against the suspect.
De Quiroz Osias was positively identified by truck drivers Bryan Alcantara, 36, Gilbert Delia, 48, Cyril John Diaz, 36 and Bonifacio Salinay, 47, as the one extorting money from them whenever they pass by Bañera St., NFPC, NBBS Proper.
Malabon police chief P/Col. Angela Rejano said they received information that the suspect went AWOL two years ago after entering the police service back in 2008 and was the subject of a police manhunt for his extortion activities in Malabon City.
