DBM commends Senate for advancing Rightsizing bill to boost government efficiency

The Department of Budget and Management (DBM), led by Secretary Amenah “Mina” Pangandaman, lauded the Senate for advancing Senate Bill 890, or the Rightsizing of the National Government Act, which aims to optimize government operations and improve efficiency.

“We commend the Senate, led by Senate President Chiz Escudero with strong support from Senator Joel Villanueva, for their steadfast political will in advancing the Government Optimization Act. This crucial legislation will enhance the functionality of our government, ensuring better service for the Filipino people and readiness for future challenges,” Secretary Pangandaman stated.

During the plenary session on February 5, 2025, the Senate approved the bill on second reading, ahead of Congress’ adjournment for the mid-term elections. The DBM has been actively advocating for its passage, as it is a priority measure under the Common Legislative Agenda of the Legislative-Executive Development Advisory Council (LEDAC) and was highlighted by President Ferdinand R. Marcos Jr. in his first State of the Nation Address.

Streamlining Government for Better Public Service

The proposed legislation aims to create a leaner, more efficient, and responsive government workforce by optimizing departments and agencies to improve service delivery. However, it ensures that job cuts are not the primary focus. Instead, it allows for the creation of critical new positions to strengthen agencies and enhance their functions.

Notably, the bill excludes teachers, soldiers, and other uniformed personnel from the reform. It mandates a comprehensive review of government operations to implement necessary structural changes that will enhance efficiency and responsiveness.

Strong Inter-Agency Support

During plenary deliberations, the DBM was represented by Principal Economist Dr. Joselito Basilio, Director Gerald Janda, and key officials from the Department Liaison Unit, Legal Service, and Budget Information Legislative Service.

The Anti-Red Tape Authority (ARTA), National Economic and Development Authority (NEDA), and Civil Service Commission (CSC), all part of the proposed Committee on Optimizing the Executive Branch (COEB), expressed their full support for the measure. The Governance Commission for Government-Owned and Controlled Corporations (GCG) also participated, sharing insights on similar reforms already being implemented within GOCCs.

With strong backing from both the executive and legislative branches, the Rightsizing Bill is poised to modernize government operations and strengthen public service delivery.
