The Civil Service Commission (CSC) has announced a significant amendment to the resolution providing civil service eligibility to Sanggunian Members.
This development comes in the form of Resolution No. 2300882, promulgated on 15 September 2023, which modifies CSC Resolution No. 1300486 dated 06 March 2013. The updated rule aligns with the Implementing Rules and Regulations (IRR) of the Republic Act (R.A.) No. 10156, titled “An Act Conferring Upon Members of the Sangguniang Bayan, Sangguniang Panlungsod, and Sangguniang Panlalawigan, the Appropriate Civil Service Eligibility under Certain Circumstances, and for Other Purposes.”
Pursuant to R.A. 10156, Sanggunian Member Eligibility (SME) can now be granted to the following Sanggunian Members elected after the Local Government Code of 1991’s effectivity:
- Vice Mayor, serving as the presiding officer for the Sangguniang Bayan or Sangguniang Panlungsod;
- Vice Governor, presiding over the Sangguniang Panlalawigan; and
- Regular Sanggunian Members of the Sangguniang Bayan, Sangguniang Panlungsod, and Sangguniang Panlalawigan.
However, SME does not apply to certain Sanggunian Members not elected at large or by political district, including:
- Presidents of provincial, city, or municipal chapters of the Liga ng mga Barangay;
- Presidents of the panlalawigan, panlungsod, and pambayang Pederasyon ng mga Sangguniang Kabataan; and
- Sectoral representatives to the Sanggunian Panlalawigan, Bayan, or Panlungsod.
CSC Chairperson Karlo Nograles highlighted that this amendment aims to broaden the eligibility criteria for Sanggunian Members applying for career service positions.
“By revising the eligibility requirements for Sanggunian Members, we seek to acknowledge the years of dedicated service they have provided as frontliners in local government units. Their wealth of experience and expertise constitute a valuable contribution to the 1.9 million-strong civil service workforce,” stated Chairperson Nograles.
