BFP-Region 7 holds historic, corruption-free recruitment via drawing of lots

The Bureau of Fire Protection–Region 7 (BFP-R7) has introduced a groundbreaking and transparent recruitment system through a historic drawing of lots, ensuring that “every dream stands an equal chance.”

Inspired by Interior and Local Government Secretary Jonvic Remulla’s call to end corruption in firefighter selection, BFP-7 Director Chief Supt. Fred Trajeras launched Oplan Santindig: Isang Tinig, Isang Tindig Kontra Korapsyon sa BFP, a bold initiative that upholds fairness, integrity, and ethical standards in the recruitment of rookie firefighters.

On Tuesday morning, 440 qualified applicants—dressed in white shirts and denim—gathered at the BFP regional office grounds in Cebu City, all hoping to be among the 136 chosen. The festive yet emotional event saw cheers and tears as each name was drawn from the traditional “tambiolo.”

Out of the 1,184 initial applicants (1,127 for regional quota and 57 for attrition quota), only 440 passed the medical, mental, and agility tests, leaving them with a slim 30.9% chance of selection.

“I will not use my own discretion in choosing who gets in,” Trajeras declared. “For the first time in BFP history, we are implementing a fair, transparent, and truthful selection process—free from influence, favoritism, and doubt.”

The initiative marks a shift away from the long-standing practice where recruitment was often plagued by outside requests and political endorsements. According to BFP, the draw represents a milestone in the agency’s commitment to merit-based, corruption-free recruitment.

Trajeras emphasized that the draw was not about luck but destiny, saying: “This tambiolo is sacred for all of us. Whoever is chosen is meant to serve. It is not my will, but the will of the Great Architect of the universe.”

The ceremony ended on an emotional note, as successful applicants celebrated with tears of joy while others who were not selected left the venue in tears.
