The Land Transportation Office (LTO), under Assistant Secretary Atty. Vigor D. Mendoza II and the leadership of Department of Transportation (DOTr) Secretary Vince Dizon, has officially ended a 60-year ordeal for Filipino motorists—long delays in vehicle registration and license plate issuance.
With the launch of the Plate Registration Management Information System (PRMIS), brand-new vehicles can now be registered and issued plates within three days of purchase, directly at dealerships.
“This is what our President envisioned amid the perennial problem on vehicle registration that hounded the LTO over the years. Sa Bagong Pilipinas, ang bagong sasakyan, may plaka na agad,” said Secretary Dizon.
The system is part of President Ferdinand “Bongbong” Marcos Jr.’s push for full digitalization of government services under the Bagong Pilipinas governance framework. PRMIS eliminates the weeks—and often months—of waiting that had long plagued motorists, streamlining registration into a single, online platform.
From Backlogs to Breakthrough
For decades, the LTO struggled with registration and plate backlogs, some stretching as far back as 11 years. This inefficiency led to a loss of public trust, the rise of fixers, and the normalization of driving unregistered vehicles.
“This was a national embarrassment we refused to pass on to another generation,” said Asec. Mendoza. “You don’t buy a car and wait months to legally drive it. That ends with us.”
After wiping out the backlog, the LTO quietly piloted the PRMIS in Metro Manila, Region III, and Region IV-A starting May 6. The nationwide rollout followed on July 15, covering all LTO offices and dealerships nationwide.
The New Normal: Instant Registration and Plate Release
Under PRMIS, all new vehicles must now be fully registered and have plates installed before leaving the dealership. The process is fully digital, completed in under an hour, with real-time coordination between dealerships and the LTO.
“Every document, every system check, every regulatory requirement—completed before the unit rolls out of the dealership,” Mendoza emphasized.
“This is not a pilot. This is not a promise. This is already happening.”
No More Excuses, No More Delays
What was once accepted as a broken system has now been proven fixable—through political will, system reform, and demand for accountability.
“The pilot proved what millions had long hoped for: the system can be fixed. Delays are not inevitable. Government can deliver, fast,” Mendoza added.
Motorists are now experiencing what should have always been standard: a government that works the moment you need it. Dealerships, too, are onboard, recognizing the shift in public expectation.
As of today, no new vehicle leaves the dealership without registration and plates. The message is clear: no registration, no release.
PRMIS isn’t a promise—it’s already the new reality.
