The Land Transportation Office–National Capital Region (LTO-NCR) officially launched “Operation: Oplan Palit Plaka” on Thursday, July 31, at its Regional Office and the LTO La Loma District Office, in a concerted effort to replace temporary motorcycle plates with official ones.
The campaign targets motorcycles registered in 2017 or earlier that still use their Motor Vehicle (MV) File Numbers as temporary plates, as these units have yet to receive officially assigned plate numbers indicated on their Certificate of Registration (CR).
Eligible motorcycle owners include:1. Motorcycles already assigned a seven-character plate number.2. Motorcycles originally registered in LTO-NCR in 2017 or earlier, but with no issued physical plate or plate number reflected on their CR.As part of the operation, LTO-NCR teams are conducting random roadside inspections and issuing official plates on the spot to qualified motorcycle owners.According to Pablito P. Pandi, Chief of the LTO-NCR Plate Section, a total of 228 motorcycle plates were issued during onsite inspections in front of the Regional Office.
Additionally, 73,734 plates have already been distributed through LTO District and Extension Offices across Metro Manila.“Our Law Enforcement Unit is assisting the Plate Section to facilitate the immediate release of plates to motorcycles that are still using MV File Numbers and have no officially assigned plate,” said LTO-NCR Regional Director Roque I. Verzosa III.
Assistant Regional Director Atty. Dennis P. Barion, head of the LTO-NCR Regional Digital Media Public Assistance Office (R-DMPAO), urged motorcycle owners to monitor updates via the agency’s official Facebook page and website.“We are actively sharing updates on our social media platforms to inform the public about ‘Oplan Palit Plaka.’ We encourage all affected motorcycle owners to visit their nearest LTO-NCR District or Extension Office to claim their plates,” Barion said.
LTO Assistant Secretary Atty. Vigor D. Mendoza II earlier mandated that all motorcycles must have their assigned plates installed by October 2025.
The campaign is being carried out under the supervision of Department of Transportation Secretary Vince Dizon and Assistant Secretary Mendoza.
