The Social Security System (SSS) has opened its Calamity Loan Program (CLP) for members in Cebu who were affected by Typhoon Tino, offering immediate financial assistance as recovery efforts continue across the province.
In a statement, SSS President and Chief Executive Officer Robert Joseph Montes de Claro announced that qualified members may apply for the loan from November 6 to December 5, 2025, through the My.SSS online facility.
“We understand how life-changing the devastation brought by Typhoon Tino is to workers and their families in Cebu. Our priority is to provide immediate, accessible support to help them get back on their feet,” De Claro said.
The National Disaster Risk Reduction and Management Council (NDRRMC) earlier placed all 53 cities and municipalities in Cebu under a state of calamity after Typhoon Tino struck the province on November 4, 2025. Initial reports indicate that more than 200,000 families—or about 700,000 individuals—were affected, with over 200,000 pre-emptively evacuated and 400,000 displaced.
Loan Terms and Eligibility
Under the CLP, qualified members may borrow up to ₱20,000 at a 7% annual interest rate, payable over 24 months. Once approved, loan proceeds will be credited directly to the member’s registered disbursement account.
To qualify, members must:
Reside or work in an area declared under a state of calamity;
Have at least 36 monthly contributions, with six paid within the 12 months before application;
Have an active My.SSS account for online filing;
Have no past due or restructured loans;
Be under 65 years old and not a recipient of any final benefit; and
Have no record of fraud committed against the SSS.
Meanwhile, SSS also launched a separate CLP for members affected by Tropical Storm Ramil in Roxas City and the Municipality of Sigma, Capiz. Applications in these areas will be accepted from November 5 to December 4, 2025.
De Claro underscored that the CLP serves as an essential financial bridge for members recovering from disasters, helping them regain stability while rehabilitation efforts are ongoing.
“The SSS Calamity Loan Program ensures that members have access to immediate financial relief to meet their essential needs and rebuild their lives,” he said.
