QCPD nabs three suspects for carnapping, fencing, and illegal firearms in swift follow-up operation

The Quezon City Police District (QCPD), under the leadership of Police Col. Melecio Buslig, Jr., successfully arrested three suspects involved in carnapping, violation of the Anti-Fencing Law, and illegal possession of firearms in a follow-up operation in Quezon City.

Police Lt. Col. Hector Ortencio, Chief of the District Anti-Carnapping Unit (DACU), identified the suspects as Jaypee Manalaysay, 25, and Glen Castillo, 28, both residents of Obando, Bulacan, along with Romualdo Sarmiento Jr., 30, of Tondo, Manila.

According to the report, the victim discovered his Suzuki Raider 150cc motorcycle was stolen at 2:45 AM on February 27, 2025, in front of his sibling’s house at No. 13 Mabuhay St., Brgy. Central, Quezon City. He immediately reported the theft to DACU, prompting a swift follow-up operation.

By 6:00 PM on the same day, authorities received a tip from a confidential informant that the stolen motorcycle was about to be sold at Inocando St., Brgy. Sto. Niño, Quezon City. DACU operatives proceeded to the location and caught Manalaysay and Castillo in the act of selling the stolen motorcycle to Sarmiento.

Undercover officers immediately intervened and identified themselves as police personnel. When asked for the motorcycle’s documents, the suspects failed to present any, leading to their immediate arrest and the recovery of the stolen vehicle. Upon frisking, operatives also discovered an unlicensed firearm in Castillo’s possession.

Seized Evidence:

  • 1 Suzuki Raider 150cc motorcycle (stolen)
  • 1 Paltik revolver (homemade firearm) loaded with four live rounds
  • ₱10,000 in cash

Further investigation through the Investigation Solution Automatic Verification (ISAV) system revealed that Castillo had multiple prior cases, including violations of:

  • R.A. 9165 (Comprehensive Dangerous Drugs Act of 2002)
  • Article 151 of the RPC (Resistance and Disobedience to a Person in Authority)
  • BP Blg. 6 (Illegal Possession of Bladed, Pointed, or Blunt Weapons)
  • R.A. 10883 (New Anti-Carnapping Act of 2016) – 3 counts

Meanwhile, Sarmiento had a prior case for violating R.A. 9262 (Anti-Violence Against Women and Their Children Act of 2004) in July 2024.

Legal Charges Filed:

  • Manalaysay and Castillo: Violation of R.A. 10883 (Anti-Carnapping Act)
  • Castillo: Additional charges for R.A. 10591 (Illegal Possession of Firearms) and BP 881 (Omnibus Election Code) in relation to COMELEC Omnibus Election Code No. 11067
  • Sarmiento: Violation of P.D. 1612 (Anti-Fencing Law)

“Walang puwang sa Quezon City ang mga kriminal na patuloy na lumalabag sa batas. Sisiguraduhin natin na pananagutin ang mga suspek upang hindi na makapambiktima pa ng iba,” said PCOL Buslig, Jr., commending DACU operatives for their swift and effective action.
