In his 100 days as Acting District Director (ADD) of the Quezon City Police District (QCPD), PCOL Melecio M Buslig, Jr has achieved significant strides in the city’s security and public trust.
These achievements are a result of intensified campaigns against all forms of criminality, aligned with the directives of Chief, PNP PGEN Rommel Francisco D Marbil and guided by the leadership of ARD, NCRPO, PBGEN Anthony A Aberin, through the Able, Active, and Allied Program.
The Able Program prioritized the enhancement of QCPD personnel capacities through appropriate training, education, and welfare-oriented measures.
The Active Program enhanced operations against criminal activities by adopting a proactive approach, especially in the fight against illegal drugs and other legal infractions. The Allied Program enhanced coordination among the police, community, and other stakeholders, including NGOs, to ensure order and safety across Quezon City.
As a proud member of the Philippine National Police Academy (PNPA) Kaagapay Class of 1996, PCOL Buslig’s leadership exemplifies dedication, innovation, and steadfast service.
From October 1, 2024, to January 8, 2025, his leadership was defined by dedication, operational efficiency, and a steadfast commitment to public safety. Under PCOL Buslig’s guidance, QCPD achieved extraordinary results. Over 938 wanted persons, 1,098 illegal gamblers, and 91 suspects involved with illegal firearms were apprehended. The district also conducted 522 anti-illegal drug operations, which led to the arrest of 820 drug personalities and the seizure of illegal drugs valued at Php40,497,380.00. These efforts directly led to a significant decrease of 116 incidents, or 19.97%, in the total of 8 focus crimes, from 581 incidents between October 1, 2023, and January 8, 2024, to 465 incidents during his first 100 days in QCPD, covering the same period from October 1, 2024, to January 8, 2025
Key crime categories showed notable declines: physical injuries decreased by 51.56%, rape by 32.26%, robbery by 28.57%, and theft by 20.08%. With these successes, the QCPD achieved an impressive Crime Clearance Efficiency (CCE) rate of 98.92%, a reflection of the force’s diligence and effectiveness.
One of the most notable achievements under PCOL Buslig’s leadership was the resolution of a missing person case from 2022. Following the arrest of Noli Banegas Cape, a suspect in the January 2025 kidnapping and homicide of a businessman, authorities linked him to the disappearance of Noel, a missing person from 2022. Cape admitted his involvement and led team QCPD to the location of Noel’s remains in Caloocan City.
These achievements were bolstered by advanced monitoring through the Integrated Command, Control, and Communication Center (IC3), strategic deployments in high-crime areas, and close collaboration with the Quezon City Local Government Unit (QC-LGU) led by Mayor Joy Belmonte. The active support of QCitizens further underscored the importance of community participation in achieving these milestones.
Beyond operational success, PCOL Buslig also prioritized community engagement, fostering trust and cooperation between the police force and the public. Through partnerships with local government units and grassroots organizations, he emphasized safety awareness, youth-focused initiatives, and shared responsibility for public safety.
His impactful tenure as ADD of QCPD serves as an inspiration to his colleagues and a reassurance to QCitizens. His ability to combine operational effectiveness with community collaboration reflects the highest standards of public service.
