QCPD strengthens human rights advocacy through multi-sectoral forum with CHR, LGUs, and CSOs

The Quezon City Police District (QCPD), under the leadership of Acting District Director PCOL Randy Glenn G. Silvio, successfully held the “PNP–CHR–LGU–CSOs Human Rights Stakeholders’ Forum” on Saturday morning at the QCPD Hinirang Social Hall, Camp PMGen Karingal, Quezon City.

The event featured BGEN Arnulfo Ferdinand G. Bajarin (GSC) PA (Ret.), Director of Operations of the National Secretariat of the National Task Force to End Local Communist Armed Conflict (NS-NTF-ELCAC), as Guest of Honor and Speaker.

In his welcome remarks, PCOL Silvio emphasized that law enforcement must always be guided by compassion, justice, and respect for human rights.

“Our duty is not only to enforce the law but also to ensure that in doing so, we uphold fairness, accountability, and transparency in all our actions,” he said.

The forum covered key topics such as:

The role of the Barangay Human Rights Action Center;

Executive Order No. 70, which institutionalizes the “whole-of-nation” approach to inclusive and sustainable peace;

Common human rights violations and QCPD’s corresponding actions and accomplishments; and

The PNP Human Rights Development Program.

Among the resource speakers were BGEN Bajarin, Atty. Kristian Jeff C. Episcope, Regional Director of CHR–NCR, and PCOL Roman C. Arugay, Acting Chief of the PNP Human Rights Affairs Office (HRAO).

In his address, BGEN Bajarin underscored that respect for human rights is integral to genuine law enforcement:

“Respecting human rights is not just an obligation—it reflects your true commitment to serve and protect. Every encounter with the public is an opportunity to build trust and strengthen communities,” he said.

The event gathered members of the QCPD Command Group, Station Commanders from PS-1 to PS-16, Human Rights Desk Officers, Custodial Officers, barangay officials, LGU representatives, and civil society organizations.

Reaffirming QCPD’s dedication to uphold human rights, PCOL Silvio concluded:

“Upholding human rights is at the heart of genuine peace and order. Through partnerships like this, we ensure that our policies and actions remain rooted in respect for human dignity.”
