The Land Transportation Office (LTO), under Acting DOTr Secretary Giovanni Z. Lopez, has revoked the driver’s licenses of two dismissed Department of Public Works and Highways (DPWH) employees after finding they used falsified licenses linked to an ongoing investigation into alleged anomalous flood-control projects in Bulacan.
LTO Chief Assistant Secretary Atty. Vigor D. Mendoza II said the action follows President Ferdinand “Bongbong” R. Marcos Jr.’s directive to strictly enforce land-transportation laws, including penalties for using fake driver’s licenses that endanger road safety.
Henry Alcantara and Brice Hernandez were ordered to surrender their licenses and pay fines of ₱3,000 each for Imitation and False Representation under Section 31 of Republic Act No. 4136 (the Land Transportation and Traffic Code).
The LTO decision also permanently disqualifies both men from ever being granted a driver’s license.
“This is proof of our strong stand against using or falsifying documents issued by the LTO. We will pursue violators,” Mendoza said.
The LTO’s probe was triggered by revelations in a Senate hearing that both Alcantara and Hernandez used falsified driver’s licenses when applying for casino reward programs. Alcantara admitted using a fake license in the name of Joseph Castro Villegas, a fact confirmed by the casino where he applied for its Reward Circle program.
The same casino confirmed Hernandez used a license under the name Marvin Santos de Guzman when registering for the same program.
In the decision signed by Asec. Mendoza, the evidence reportedly shows that both men knew the licenses were falsified, making them liable as “Improper Persons to Operate a Motor Vehicle” under Section 27(a) of R.A. 4136. Their surrendered licenses have been placed under alarm.
“Magsilbing aral sana ito sa ating mga kababayan hinggil sa kahihinatnan ng paglalagay o paggamit ng peke at ipinagkukunwaring dokumento,” Mendoza added.
