LTO and NLRC strengthen collaboration for efficient judgment enforcement

THE Land Transportation Office (LTO) has been tasked to play a vital role in enforcing judgments through a new Memorandum of Agreement (MOA) with the National Labor Relations Commission (NLRC).

Under the agreement, the LTO will certify the existence of motor vehicles registered under the names of judgment debtors, providing critical information about certificates of registration linked to these vehicles.

As part of the same MOA, the LTO will implement an alarm system on motor vehicles identified in Notices of Levy, in accordance with LTO Memorandum Circular No. ACL-2009-1155.

This measure is designed to prevent the transfer of ownership of these vehicles until the judgment is satisfied, while still allowing for the renewal of vehicle registrations during the process.

The agreement also requires the LTO to create mechanisms for seamlessly integrating NLRC execution processes into its regular functions as an enforcer of transportation laws, ensuring that labor rulings are enforced efficiently.

Assistant Secretary Vigor Mendoza emphasized that the MOA mandates quarterly oversight meetings between the LTO Chief and the NLRC Chairperson, along with their respective representatives, to monitor and evaluate the implementation of the agreement.

This collaboration marks a significant step in streamlining government processes and strengthening inter-agency efforts to uphold justice and accountability.
