The Quezon City Police District (QCPD), led by Acting District Director PCOL Randy Glenn Silvio, reported that the Prayer and Indignation Rally held on September 21, 2025, at the EDSA Shrine and People Power Monument (PPM) concluded peacefully and without incident.
As early as 4:00 a.m., QCPD personnel were deployed alongside partner agencies including the Quezon City Disaster Risk Reduction and Management Office (QCDRRMO), Traffic and Transport Management Department (TTMD), Department of Public Order and Safety (DPOS), Philippine Red Cross, Bureau of Fire Protection (BFP), and Bureau of Jail Management and Penology (BJMP). Security preparations involved civil disturbance management teams, mobile patrols, traffic rerouting, and contingency measures to ensure the safety of participants.
The rally, attended by various sectoral and civic groups, remained orderly as demonstrators cooperated with authorities and complied with guidelines. QCPD emphasized that rally permits were secured in line with Batas Pambansa Blg. 880 (Public Assembly Act of 1985), and both groups issued permits fully observed the stipulated conditions.
Ahead of the event, QCPD also conducted coordination meetings and site inspections with the NCRPO, Quezon City local government, and rally organizers to highlight maximum tolerance, public safety, and respect for democratic rights.
PCOL Silvio extended his gratitude to participants and partner agencies for their cooperation:
“Isang taos-pusong pasasalamat sa lahat ng kalahok ng kilos-protesta sa kanilang pagtupad sa B.P. 880 at sa mga alituntunin mula sa awtoridad, sapagkat natapos ang aktibidad nang matiwasay at payapa. Sa ating partner agencies mula sa LGU na pinamumunuan ni Quezon City Mayor, Hon. Ma. Josefina ‘Joy’ Belmonte, at iba pang ahensya, maraming salamat din, dahil sa ating pagkakaisa ay naging matagumpay ang isinagawang rally ngayong araw.”
He added that the peaceful conclusion of the event “underscores the importance of close coordination between law enforcement, local government, and the public in safeguarding democratic freedoms while maintaining peace and order in Quezon City.”
