BJMP strengthens heat mitigation efforts to protect PDL amid rising temperatures

With the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) forecasting rising temperatures and the onset of the summer season, the Bureau of Jail Management and Penology (BJMP) has ramped up measures to safeguard persons deprived of liberty (PDL) and ensure the smooth operation of jail facilities nationwide.

BJMP Chief Jail Director Ruel Rivera has directed all jail facilities to enforce strict heat mitigation protocols and closely monitor PDL health conditions, particularly in the National Capital Region (NCR), where soaring temperatures and overcrowding pose serious risks. He emphasized the need for proactive interventions to prevent heat-related illnesses and protect the well-being of those under the BJMP’s care.

To counter the effects of extreme heat, the BJMP has reinforced health protocols, placing jail health personnel on heightened alert, with nurses on standby 24/7 to respond to medical emergencies. In anticipation of an increase in heat-related illnesses, including skin infections, the BJMP procured essential medicines as early as the fourth quarter of 2024 to ensure adequate supplies. Ventilation improvements, such as the installation of exhaust fans and ventilation shafts, have also been prioritized to enhance airflow in congested facilities.

Ensuring access to clean, potable water remains a top priority, particularly in areas prone to shortages. The BJMP continues to strengthen coordination with the Bureau of Fire Protection (BFP) to secure a stable water supply while maintaining strict hygiene and sanitation protocols for PDL.

Beyond these immediate interventions, the BJMP is also tackling jail congestion, a long-standing issue that exacerbates the impact of extreme heat. As part of its decongestion initiatives, the BJMP is undertaking infrastructure projects to expand capacity, alleviate overcrowding, and provide safer, more humane living conditions for PDL. Currently, the BJMP operates 484 jail facilities nationwide, with 142 newly constructed facilities aimed at accommodating the growing PDL population.

Jail Director Rivera reaffirmed the BJMP’s commitment to prioritizing PDL health and safety, stressing that the bureau will continue implementing heat mitigation measures while pursuing long-term solutions to improve jail conditions.
