Pwersa ng Pilipinong Pandagat (PPP) Party-list Representative Harold Duterte has raised concerns over the transparency and independence of the Independent Commission for Infrastructure (ICI), noting that its findings have yet to be made public as its operations near completion.
In a statement, Duterte said the public remains “in the dark” about the results of the commission’s investigation and what actions may follow once its work concludes.
The lawmaker recalled that on September 24, 2025, the House of Representatives of the Philippines suspended the proceedings of its infrastructure committee and turned over all documents related to the probe to the ICI for further investigation.
However, Duterte noted that none of the commission’s reports have been released to the public so far.
He also questioned the independence of the body after learning that the commission’s final report has been submitted to the Office of the President for approval.
“This begs the question: how independent can this commission be if it is under the direct control and supervision of the President?” Duterte said.
The PPP Party-list representative also pointed out that the commission has yet to comply with the legal requirement to publish its reports.
Duterte further recalled that Ferdinand Marcos Jr. previously promised that individuals involved in alleged irregularities in infrastructure projects would be jailed by December last year.
“As the ICI is wrapping up its operations, not only are there no big wigs in jail, the final report is now with the President for approval,” he said.
Duterte expressed hope that the commission would at least release the report it submitted to the Office of the President to ensure transparency and accountability in the investigation.
