The Quezon City Police District (QCPD) has filed criminal charges against a motorcycle rider seen in a viral video violently dragging a woman along the southbound lane of EDSA, in front of China Bank in Barangay Philam Homes, Quezon City, around 7:30 AM on April 20, 2025.
According to a report submitted to Police Colonel Randy Glenn Silvio, QCPD Deputy Director for Administration and Officer-in-Charge, the victim is a 25-year-old student and resident of Barangay Santol Purok 2, Silang, Cavite.
In her complaint, the victim stated that she had arranged the sale of her Xiaomi Kit cellphone, worth Php 19,800.00, to the suspect—identified only by the alias “Anton M”—after communicating with him via Facebook Messenger.
They agreed to meet at SM North EDSA to complete the transaction.During the meeting, the suspect gained the victim’s trust and convinced her to hand over the cellphone. He then offered to take her on his motorcycle to a nearby ATM to withdraw the payment.
However, upon arriving at China Bank along EDSA, the suspect suddenly sped off just as the victim was getting off the motorcycle, dragging her several meters along the road.
The incident caused the victim multiple physical injuries.
Operatives from Masambong Police Station 2 quickly launched follow-up operations, securing CCTV footage, retrieving digital communication records, coordinating with cybercrime units, and gathering other necessary evidence to support the filing of appropriate charges.
On May 6, 2025, a criminal complaint was officially filed with the Quezon City Prosecutor’s Office against the suspect, identified as Millan, for the following violations:
Theft under Article 308 of the Revised Penal CodeSerious Physical Injuries under Article 263Use of a False Name or Concealment of True Name, a violation of Article 178“
The QCPD strongly condemns this heinous and deceitful act. We assure the public that we are exerting all efforts to locate and arrest the suspect so that justice may be served,” said PCOL Randy Glenn Silvio. “We urge anyone with relevant information on the suspect’s whereabouts to immediately contact the nearest police station or report via QC Helpline 122.”
