Executive Secretary Lucas Bersamin on Tuesday defended President Ferdinand “Bongbong” Marcos Jr.’s decision to exclude Vice President Sara Duterte from the National Security Council (NSC).
In a Palace press briefing, Bersamin emphasized that the President has the prerogative to ensure that his advisers are individuals who fully earn his trust and confidence.
“I’m not saying the Vice President no longer deserves to be trusted, but given recent developments, it would not be prudent for the President to keep her onboard,” Bersamin stated, clarifying that the move was not personal.
President Marcos issued Executive Order (EO) No. 81, which reorganized the NSC. The order removed Duterte and former presidents from its composition. According to Marcos, the reorganization aims to strengthen the NSC’s adaptability to domestic and international challenges, safeguarding national security and sovereignty while ensuring effective governance and stability.
The decision comes amid reports of strained relations between the Marcos and Duterte camps, despite their partnership during the 2022 elections.
Criticism and Response
Bersamin also addressed criticisms from former chief presidential legal counsel Salvador Panelo, who described the move as politically motivated. Panelo claimed the decision was a strategy to diminish the influence of Vice President Duterte and former President Rodrigo Duterte.
“During his tenure, Panelo advocated for the exclusion of then-Vice President Leni Robredo from similar positions, so he has no moral authority to question the President’s decision,” Bersamin countered.
He also criticized former presidential spokesperson Harry Roque for suggesting that the reorganization was a prelude to martial law. Bersamin dismissed the claim as baseless and malicious.
“The Constitution clearly defines when martial law can be declared. The President’s focus is on economic prosperity, improving public welfare, and advancing his legacy projects—not on extending power or martial law,” Bersamin stated.
He reiterated that the President’s priorities are firmly aligned with the welfare of the Filipino people, particularly those in the lower-income classes. Bersamin called Roque’s statements “unfounded and unnecessary.”
