DEPARTMENT of the Interior and Local Government (DILG) Secretary Jonvic Remulla has called on local government units (LGUs) to strictly enforce regulations on firecrackers and pyrotechnics to prevent injuries and ensure public safety during the holiday season.
In a memorandum, Remulla urged LGUs to issue ordinances or implement measures in line with Executive Order No. 28, series of 2017, which discourages individuals and households from using firecrackers. He emphasized that firecracker use should be restricted to organized community fireworks displays with proper permits.
He also directed LGUs to launch information campaigns highlighting the dangers of illegal fireworks and instructed the Bureau of Fire Protection (BFP) to ensure fire exhibition zones comply with Republic Act No. 9514, or the Fire Code of the Philippines.
Additionally, the DILG chief ordered the Philippine National Police (PNP) to inspect, confiscate, and destroy illegal fireworks and pyrotechnic devices.
Remulla urged the public to avoid purchasing illegal or hazardous fireworks and instead consider alternative noise-making items such as horns, pans, and recycled containers.
As of December 20, 2024, the BFP has reported 32 pyrotechnic-related incidents, resulting in 24 injuries and five fatalities.
In a related appeal, the DILG encouraged LGUs to enforce Republic Act No. 9003, the Ecological Solid Waste Management Act of 2000, to promote cleanliness and orderliness in public spaces during the festive season.
By prioritizing safety and environmental sustainability, the DILG aims to minimize holiday-related accidents and foster a more responsible celebration across the country.
